The US under Trump does not believe in a rules based system in which they can be held to those rules.They represent 25% of US Steel imports. I think they held a sort of power something like that right after the election. Kow-towing and rolling over for him which is all they've done since has rubbed all that little power away and now only his diehard base is left. The GOP are either clinging to that meagre straw like drowning sailors, or swimming for safety like Paul Ryan. What little safety they had is being swamped and overrun by the truly nasty critters swimming out to feed off Trump's napkin scraps.
