It used to be if you were in a Bawdy house, you could be charged. Now you have to be caught in an act covered by the law and it is proven you were going to pay for it.

I think most of the activity has moved underground and via internet discretely and in private condos and hotels, would be difficult for LE to enforce with no proof of payment for sex. Easier for LE to target Johns trolling on street prostitution. LE probably more focus on underage street prostitution as the charge is more likely to hold up in court.

I think you've been listening to legal advice from a particular bias.

Not sure why you gave to be caught in the act. Apparently, the qualifying acts are broader than before.
