The Conservatives intend to push Canada to the right. They know there will be pushback and that to some extent c36 will be watered down.

But they intend that the debate reset with a new consensus opinion on social policy that is further right than it was, even if it is not as far right as c36.

They are overjoyed that there will be a new debate on whether lap dances should be illegal. They hate people having sex for fun outside marriage and especially hate paid fun.

Because he need it in place and off his table in the year until well after the next election. And who knows, he might hope Reform gets to appoint another judge or two in the intervening time it takes for a good appeal to get that far.
