OK I work in the Industry. One of the main problems the tracks are having the last few years is due to technology. You don't have to come to the track anymore to watch a horse race. You can sit at home watch the race on TV or laptop drink your own reasonably priced booze, eat your own food, read the programme from the local paper etc. This shows up on the floor at the track I work at on race night.Other than the Major Races the crowds are getting thinner every week. F&B accounts for a large part of income to facilities like Race Tracks so its not surprising that the tracks are losing money.
