Depending on the type of student loan, it would actually make more sense to get a loan, rather than using cash in hand. If she is collecting 3% interest on her money and it is an interest free loan, she would benefit more by keeping her money in an account until she absolutely needs to pay it off.

There is also the possibility that her mom has already blown through the $15M. Keep in mind that in the US she would pay taxes on her winnings which would likely leave her with $7M or so after taxes. Blowing $7M in 20 years is not unheard of.
