Absolutely ... DO NOT call any agencies. Stick with independents. Check out Escorts-Canada, and cross-reference with PERB. I haven't been there for a long time so I can't give you any current information. Executive Bath on Ellice is probably the nicest, but not FS if that's what you want. Broadways and Nevadas both offer FS. You need a membership for Nevadas.
