Not sure if it's been closed down. But if it is open... I can assure you that it's a lot quieter since the bust a few months ago.
It's open but not sure about the upstairs services question. But the club is open. I drove by it just the other day.

I have heard that no services are being provided "UPSTAIRS" at the Manor anymore. The club has changed a great deal in the past several months and now, I believe very little goes on. New girl named Jazzmin, white with model looks and young(just 19) started on sunday for the first time! Soft and sweet! So nice
Wow they also have air conditioning...
By law a bar must have services available should someone over-indulge.
The "upstairs services" is still available, although they moved the small cooler with the 6" Subway sandwiches, and the kettle of chilli behind the main bar. All extra condiments are available and they will even microwave it for ya.
